Date Range1886-1903DescriptionThe Melrose Borough Council was constituted under the Municipal Corporations Act 1886, with Councillors and a Mayor elected by borough ratepayers. It had previously been wards 2-5 of the Kilbirnie Highway Board (before 1880 part of the Wellington Highway Board).
In 1903 Melrose amalgamated with Wellington City and formed three new wards in the City; Kilbirnie, Ohiro and Island Bay. All Melrose matters came under the various Wellington City Council committees.
From 1888 to 1903, the Town Clerk and Treasurer was W G Foster. The first recorded offices of the Borough were at 97 Willis Street, then in 1890 at 9 Queen's Chambers. After 31 May 1898 they were located at 8 Colonial Mutual Buildings, Willis Street.
