It was formed as a Borough without wards to replace the Seatoun Road Board, in response to a rates increase for the Seatoun Road District, which was then part of the Makara Riding of the Hutt County. The Council was officially established by a gazetted proclamation dated 10 November, 1904. RE Bennet was the Clerk of Miramar Borough Council from December 1904 to 191?. RL Mestayer was Engineer from 1910-1911 and G Welling was Clerk of Works from 1906-19?. The Miramar Borough Council amalgamated with the Wellington City Council in 1921 but called a special meeting in 1922 to regularise the last Borough Council balance sheet. Various committees were set up by the Borough Council but no committee minutes appear to have survived. From 1921 all Miramar matters come under the various Wellington City Council committees.
