The earliest correspondence is a letter dated 21 June 1877 from Charles O’Neil to the Council regarding his proposal for reclamation. Further papers relate comparing different proposed schemes, and the adoption of Scheme 5. There are also financial workings and costings, lists of Te Aro foreshore owners with prices per foot of their frontage, copies of minutes and records of decisions made by Council, and two petitions from foreshore property owners.MediumLoose papers
