Archives Identifier00083Date Range1990-2002DescriptionThis series consists of the Wellington City Council draft Annual Plans published under the Local Government Act 1974. Under the Local Government Amendment Act (No 2) 1989, local authorities were required to prepare and adopt an Annual Plan. This set out their significant policies and objectives for the following financial year. The plan also had to show in general terms the intended policies and objectives for the following two years. Part of the Annual Plan preparation process required public consultation be carried out. First a draft Annual Plan was issued and public submissions were called for. Once decisions were made by Council on the submissions, the Annual Plan was then published in its final form. Additional requirements were added under the Local Government Amendment Act (No 3) 1996. Local authorities were required to produce a Long Term Financial Strategy as well as an Annual Plan. The Strategy had to be prepared at least once every three years, relate to a period of 10 or more years and like the Annual Plan public consultation was required. Its content had to include: Estimated expenditure by Council The reasons for Council engaging in its activities Sources of funding Cashflow projections Projections for the creation and realisation of reserves, investments and assets Projected changes in equity levels Long-term borrowing projections Estimate for future commitments and contingencies The Long Term Financial Strategy was published as part of the draft Annual Plan from 1998/99 onwards. Format varies but information contained generally includes explanations about financial issues, policy and strategy, key decisions and issues, then objectives, targets, projects and funding details for individual Council outcomes (sectors or activities) for the forthcoming financial year.
