Archives Identifier00173Date Range1903-1991DescriptionAt the beginning of their terms of office the Mayor and Councillors met and decided on the number and status of committees to be set up. The Mayor was an ex-officio member of all committees, with a small number of councillors making up the rest of each committee. Committees set the direction of work of Council departments, made decisions within their delegated authority, and referred to the full Council any decisions for which they did not have delegated authority. The Town Clerk, or later the Clerk of Committees, was responsible for taking minutes and ensuring that they are written into the minute book, signed, and indexed. In later years, when minutes are typewritten, they are stuck into the minute books. Later still, typewritten or word processed minutes are bound into volumes.
The minutes of Standing Committees are public documents unless the committee has formally gone into closed session. The minutes of one-off or ad hoc committees are not necessarily public. The term 'building regulations' was in use between 1877 and 1884; the term 'bylaws' came into use in 1885. Bylaws committees oversaw the drafting of new bylaws, made decisions on applications to breach bylaws, licensed passenger transport vehicles, controlled traffic, and approved subdivisions.

Between 1962 and 1964 bylaws matters were dealt with in the Housing series, [00171]; between 1962 and 1973 a separate committee set up under delegated authority dealt with routine bylaws, traffic, and subdivision matters [00202].
