The Mayor is an ex officio member of all committees, with a small number of councillors making up the rest of each committee. The Clerk of Committees, is responsible for taking minutes and ensuring that they are signed, indexed and bound into volumes. Committees set the direction of work of Council departments, make decisions within their delegated authority, and refer to the full Council any decisions for which they do not have delegated authority. The minutes of Standing Committees are public documents, unless the committee has formally gone into closed session. The minutes of one off or ad hoc committees are not necessarily public.
