The minutes provide a legal framework for the operation of the Tawa Flat Town Board and its successors and underpin all other records kept. Meetings were run formally, with notices of motion moved, seconded and voted on.
Up to 1963 minutes of public, or open, Council meetings were bound into the same volume as minutes of meetings where the Council went into committee and excluded the public.
