Plans are designed to ensure the desired levels of service for the assets, manage their life cycle and plan and prioritise spending. The key elements of each plan are the framework within which such assets are managed and the plans developed; definition of the services and future likely demand; description of the assets and their planned maintenance and replacement; and financial requirements. These plans were developed by different units of Council over time.
