Archives Identifier00306Date Range1902-1910DescriptionThe series consists of copies of outwards correspondence from the Plumbing and Drainage Inspector to persons and businesses, and copies of internal reports to the City Engineer. There are two volumes extant; following volumes may be missing. The letters and reports are nearly all signed by W H Honour whose official title changed numerous times over the period: Waterworks Inspector (1902), Water Inspector, Sanitary Plumbing Inspector (from 15 Oct 1904), Plumbing Inspector (from June 1905), and finally Plumbing and Drainage Inspector (from Jan 1910). A few are from the City Engineer and Building Inspector. The start of the letter books may relate to the passing of the Waterworks Bylaw 1902 (though this came into effect only in April 1902) which consolidated and expanded the regulations regarding use of water for domestic 'ordinary', and for business 'extraordinary' purposes. By-laws had existed since 1871 which empowered the Council to inspect premises, to issue notices to, and to prosecute those in breach regarding pipes, fittings, spouting, urinals, taps, connections or work by unlicensed plumbers, and the applications for, installation of and monthly payments on water meters used for 'extraordinary' purposes. Some letters also refer to breaches under the Public Health Amendment Act 1903. The letters are addressed to persons and businesses, and constitute the 'notice in writing' referred to in the By-law . The copies of fortnightly reports to the City Engineer inform him of inspections done and notices sent. After 17 April 1907 the copies show the official letterhead of the City Engineer, which gives the phone number, cable address 'Suprema', code 'Western Union (Universal edition)', and the Town Hall address. Some letters have the pencil annotations referring to delivery and/ or post, ticks or marks referring to indexing and page numbers referring to earlier or later letters on the same topic.
