This process allowed certain offences to be punished summarily - fined or otherwise punished on the evidence of a Council inspector. The basic form is printed, and the Council added typed information about the particular offence - the person, the illegal action, the law, bylaw or regulation infringed. The form was then signed by a magistrate or JP and the inspector.

The notices cover a very wide range offences under Council control. They relate to non-compliance regarding permits for building, plumbing, etc., licenses for using premises or public spaces for entertainment, theatre, etc., to health and hygiene in restaurants, shops and other commercial premises, to water, drains and sewage, to streets, encroachments and lighting, to vehicles and transportation of goods, to animals especially dogs, noxious weeds and fire risks.
