They consist of originals and copies of documents used by the Wellington City Council in their legal claim against the contractor, R T Flynn and the Engineers, Sargent, Smith & Co. taken after the collapse of a retaining wall in Stage 2 of The Terrace parking building. These papers were possibly returned to the City Engineer after the case.

Most of the documents which include photographs date from 1963 and 1964, and have Council file numbers, 38/252. Many were obviously used as evidence in the court case : they are stamped 'Exhibit B..L, N, ..' etc. and dated Feb-March 1973. For example, the original contract 2165 with Flynn is Exhibit E.

The other files include site notes from Sargent, Smith & Co., Engineer Robert's summary of documents and notes in 1969, copies of plans, a record of events by Engineer D H Sim, and copies of documents and photographs about Stage 1 and 2 of the construction.
