Prior to 1961 it was known as the Australian and New Zealand City Tramways Conference. The conferences were started in the 1920s and originally held every two years, though there was a gap from 1935-1956 due to the Second World War. They were intended to bring together the various Tramways or Transport Departments of the various cities in Australia and New Zealand to share information and learn from each other.

The papers that make up these volumes were collected together at the end of each conference and bound together for reference purposes by the Transport Department. As the Wellington City Council did not attend the early conferences no volumes were created for them. These volumes do not represent a complete record of the conference.

The volumes hold copies of the agenda, statistics and information that were presented there by each participating city from Australia and New Zealand (including Wellington). They cover such topics as: personnel, fares, industrial and staff matters, inspections, engineering matters, finances and traffic issues such as congestion.

The conferences continued to be held post 1967, but no volumes have been located for that time and it is unknown if any were created.
