TypeAgencyDate Range1876-1989MandateCounties Act 1876DescriptionHutt County was one of 63 Counties set up under the Counties Act 1876 to take over much of the responsibility of the Provinces being phased out by central Government. In 1877, its boundaries ran roughly from Seatoun around the western coast by way of Cape Terawhiti to the mouth of the Waikanae River, inland along the Waikanae-to-Akatarawa road, across to the Rimutaka range to the sea at Cape Turakirae, then over to Seatoun again. It was one of 12 counties within the Provincial District of Wellington and consisted of six ridings - Epuni, Porirua, Horokiwi, Wainuiomata, Mangaroa and Karori.
Nine councillors were elected and met for the first time in 1877, the first chairman being Thomas Mason. A Clerk and an Engineer were appointed that same year. Wellington City was a small area surrounded by the Hutt County. Hutt County and Wellington City shared responsibility for a number of road and town districts inherited from the Provinces.
From 1888, separations and amalgamations from gradually changed the shape of Hutt County. In 1888, the Boroughs of Petone and Melrose were created, followed by Onslow in 1890 and Karori in 1891 (out of the former Karori Riding). Each had its own borough council. In 1891 the Makara Road District was formed and, in the same year, Lower Hutt Borough was established. The Wellington District Road Board was abolished in 1892 and merged into Hutt County. In 1893 Makara Riding was created and in 1904 Miramar Borough.
Makara County was formed in 1908 from the Makara and Porirua Ridings of Hutt County and Tawa was incorporated into the new Makara County. In 1926, Upper Hutt Borough was established. Tawa became an Independent Town District in 1951, then a Borough in 1953. Porirua Borough was formed in 1962 and, in the same year, the remainder of Makara County was re-incorporated into Hutt County as a riding.
In 1973, the majority of Makara Riding amalgamated with Wellington City. Kapiti Borough Council was formed in 1974. Hutt County Council was disestablished under the Local Government reform of 1989 and at that point Tawa amalgamated with Wellington.
