The minutes of that meeting state that the Kelburn Ratepayers' Association was originally formed on 21 May 1929 but went into recess during the way years. During its existence, considerable success was made in securing amenities for the district " but the main need, that of transport, was never secured". The Association was therefore revived at an AGM on May 30, 1946, as the Kelburne Extension & Highbury Progressive Association, and the original rules adopted with very minor changes, one of which was to change the qualification for membership from "ratepayer" to "resident". In 1949 the name was changed to the Kelburn West Residents' Association. The exact date for the Association's ceasing to exist has not been established but the records received contain a copy of the minutes for the first AGM of the Greater Kelburn Progressive Association, suggesting it was replaced by this.
