These were elected annually by the ratepayers of each of the three wards of Lambton, Thorndon and Te Aro.
The commissioners for each ward effectively constituted a committee to review that ward's needs. The Board was responsible for streets and footpaths, drainage, fire protection and any other such public works paid for by a levy on ratepayers.
