TypeAgencyDate Range1899-1923DescriptionIn late 1898, the functions of town surveyor and engineer were re-organised and a City Engineer appointed. RS Rounthwaite from Australia took up his position in March 1899 and took control of all engineering functions, including drainage and surveying, under the title City Engineer and Surveyor's Office. The applicant for the position of City Engineer and Surveyor in 1899 was required to have a knowledge of "land surveying & levelling, hydraulics, drainage & sewage, water supply and road making". Headed memorandum paper of the City Engineer and Surveyor's Office in September 1899 states that the office hours were only 9.30-11.00 am. WH Morton was City Engineer from 1904 to 1923. This title, City Engineer and Surveyor's Department was used until about 1922, possibly changed after the death of City Engineer, WH Morton, in 1923.
