TypeAgencyDate Range1999-2001DescriptionIn 1999 the Commissioning group is split into Policy and Business Improvement. The Business Improvement group aims to ensure that services the Council wants, are delivered, and also look at the direction in which the Wellington City Council as an organisation should be heading. Its main roles are managing contracts and assets (roles which were passed onto from Commissioning) and setting and monitoring Council-wide standards. The Business Improvement group comprise the following groups: 1. Asset Information The role of this unit is to ensure that the core information required to control and manage Council’s assets and “Lands” functions is acquired and made available to users. The unit is responsible for ensuring the information supplied meets standards of quality, completeness and timeliness agrees with stakeholders. The information to be managed includes: core property information, the core information base of the corporate GIS, lands information used for rating, pipelines, solid waste, roads and traffic, property and open space, and associated information. 2. Business Strategy & Business Analysis / Strategic Planning and Policy Review Unit The guiding principle of this unit will be to assist the CEO and Councillors to achieve at least best practice relative to comparable local government. Its functions will include: - Develop new long-term strategies and direction – develop and refine the existing Strategic Plan - Assist with the establishment of close working relationships with local iwi and other Maori organisations - Provide advice and link back to functional units on specific high-level issues which span a number of functional areas that are normally outside Council’s normal functions (casino for Wellington, ferry relocations, transfers of functions from central government, …) - Be responsible for fundamental research - Identify or clarify the outcomes sought by Council - Assist the Chief Financial Officer with reviews or relevant matters - Provide skilled analyst to other major Council projects - Provide the CEO with executive assistance - Conduct the competitive tendering programme - Provide quality assurance of policy advice to Councillors - Prepare the post-election brief for Councillors emphasising core activities and unique features of the City and Council Services 3. City Development This group focuses significantly on elements of service provision concerned with how the City develops overall. This unit is responsible for: limits to or standards for development, economic development, development opportunities, protection for the City’s heritage and enhancement of the public environment. Social aspects of the City’s development fall within the Leisure and Community Services. Outputs are: Environmental Control (ECBU), regulatory functions, economic policy urban design, heritage, District plan, Regional Stadium, Te Papa, Partnership Wellington Lambton Harbour project 4. Leisure and Community Services This group recognises that the health, education and well-being of the community come from welfare functions and from recreation and leisure opportunities. Outputs are : Youth, Community Services development /advice, Community Centres, Safer Community Council, Road Safety, Grant administration, Community Recreation, Recreation centres, Cemeteries, Coast, Parks, Gardens, Reserves, Sports fields, Town Belt, Aquatic Facilities, Marinas, Libraries, Museum/Art Galleries, Housing, Theatres 5. Water and Waste This group focuses on - The management of liquid waste and the provision of water. Both activities are closely related, both in terms of physical infrastructure and asset management expertise. Given the nature of the assets, the Water and Waste unit is also responsible for flood control, and by default also for road drainage and sumps - The management of solid waste. Activities included are the disposal of sewage solids at the landfill or the disposal of leachate to the sewerage system. Street cleansing is a part of the overall waste management picture. Outputs are : Drainage Network, Water network, Landfill, Waste Collection, Recycling, Street Cleaning, Sumps 6. Roading, Traffic and Transport Outputs are : Roads, Traffic management, Street Lighting, Transportation policy/advice 7. Business Technology and Information
