Wellington Electricity Management Ltd was set up in July 1991 by the Council to do this. The company was a wholly owned subsidiary of Capital Holdings Ltd. The Council, while legally remaining the operator of the electricity department and still holding ownership of all the assets, organised a management contract delegating to Wellington Electricity Management the responsibility and accountability to: • Direct, manage and operate the existing electricity supply undertaking as a successful business • Prepare the undertaking for corporatisation expected under energy sector reform legislation • Promote and enter into any other business relating to energy which is approved by council through Capital Holdings Ltd from time to time and not being Ltd to the present electricity supply undertaking. On the 30 September 1993 the Council’s electricity undertaking was transferred from Wellington Electricity Management Ltd control to Capital Power Ltd. While it had ceased trading at this point, the company continued to exist on paper until February 1996 when it was finally wound up.
