The unit covered corporate public relations and internal communications. Its functions included the collation of newspaper cuttings, the publication of staff newsletters such as Capitalk and City Action, media liaison and distribution of press releases, liaison with and management of information to the public and significant public institutions, development and management of co-ordinated internal communications, and the development of a long-term communications strategy including re-imaging of the Council. External communications was then placed under the direct control of the Chief Executive.
