TypeAgencyDate RangeUnknownDescriptionFrom the date of their establishment both the Tramways and Electric Lighting Departments were headed by a single General Manager with an Engineer for each department.
From 1905 until 1912 the position of General Manager and Electrical and Tramways Engineer was held by Stuart Richardson. On the 19th of February 1912, in view of a proposed re-organisation of the tramways service, management of the two departments was separated by Council resolution. A Board of Management was established to oversee the Tramways Department composed of the City Engineer, the Traffic Superintendent and Mr Richardson, the acting Tramways and Electrical Engineer. Meanwhile the Electric Lighting Department remained under the sole management of Mr Richardson.
This management structure continued for two years until Mr Richardson’s death in 1914 at which point the Tramways Management Board was dissolved and management structure returned to the previous combined arrangement.
