RS Rounthwaite was the first City Engineer and began work in March 1899. He took control of all engineering functions, including drainage and surveying. The applicant in 1898 was required to have a knowledge of 'Land Surveying & Levelling, Hydraulics, Drainage and Sewage, Water Supply and Road Making'. He was succeeded by WH Morton from 1904 until his death in 1923. Other City Engineers were:
