From 1980 until 1986 she was the leader of the Labour Caucus in Council, and then resigned and stood as an independent. She held portfolios on finance, staff, the airport and environment committee and was Chair of the NZ Airport Authorities organisation from ?? to ??. She was relected to Council 1998, 2001, and 2004. She campaigned to be Mayor four times, in 1983, 1989, 1992 and 1995. She began a campaign in 2001 but withdrew after the death of her husband Peter. From 1980 to 1983 and also from 1989 to she served also on the Wellington Regional Council.
