It had previously been part of the Kilbirnie Highway Board (which had itself been part of the Wellington Highway Board). From some time in the 1890's until 1900, E Bucholz was Secretary & Treasurer/Clerk. He was followed by Samuel Robinson from September 1900 until June 1904. The Seatoun Road Board was replaced by the Miramar Borough Council in November 1904. Funds from the Board were transferred to the Miramar Borough District Fund.
