Born in Williamstown, Australia in 1852, James was lured to New Zealand in 1868 by the Otago gold rush, and ended up in Wellington in 1879 where he joined the police force.
James was appointed as Inspector of Nuisances in 1890, which subsequently became the position of Chief Sanitation Inspector. He retired in 1922.
Taken from a framed display of photographs compiled in 1903 to commemorate the signing of the Greater Wellington Agreement which resulted in the amalgamation of the Melrose Borough into Wellington City.
