Born in 1833 in London, F H Fraser emigrated to Wellington in 1864, after which he held a number of distinguished positions in the political and civic affairs of that city.
These included terms as Chairman of the Wellington Harbour Board, Councillor for the Wellington City Council (1888-1900), member of the Wellington Board of Hospital Trustees, Chairman of Wellington Hospital, member of the New Zealand Legislative Council (1899-1906), member of the Board of Education. He was also elected as Member of Parliament for Te Aro Ward during a by-election 1887, although he was defeated only two months later when he ran for re-election.
He was also active in the temperance movement and the International Order of Good Templars.
F H Fraser was married to Emma Earl [maiden name unknown] at some point before emigrating to New Zealand. They had a son named Robert on 11 November 1867. They also had one daughter, Emily Grace, born in Wellington on 18 November 1872. She died in December 1900 only 10 months after her marriage to John Hunter. Mrs F H Fraser died in 1907.
F H Fraser died at his home in Abel Smith Street in 1911. He is buried alongside his wife and daughter at the Sydney Street Cemetery.
