It was set up in 1889 and replaced by the Miramar Borough Council in November 1904. From 1899? it was part of the Hutt County valuation area.

The books are printed with standard columns and headings and contain the following information: occupier and owner details; description and situation of the property; rateable value; details of amount in the £ for general and special rates; amount paid; by whom paid; and date of payment.
