The first is subtitled 'Wellington City Council Staff Bulletin', the second 'from the Chief Executive's Office', the third 'from the Chief Executive' and the fourth 'from the Chief Executive and Management Team'.

Some numbers are missing, as follows: 22, 43, 78, 88-89 (but there are two number 87), 94, 1996/2-3. (It is possible that these numbers were never issued - no set found to date has included them.) At the same time, there appear to be some errors in numbering, with two Nos. 23, 71, 77 and a 1996/20 and 1996/21 which do not fit the sequence.
