From 1863 until August 1865 the minutes are those of the Wellington Town Board and in September 1865, they become those of the Wellington Board of Works.

The minutes are a record of decisions reached on financing the Town Board's work, correspondence with the Provincial Government, the beginnings of the Town Clerk's office, reports on work undertaken and ratepayers' demands, and complaints dealt with. They provide a legal framework for the operation of the new organisation and underpin all other records kept.
