Archives Identifier00182Date Range1903-1965DescriptionAt the beginning of their terms of office the Mayor and Councillors meet and decide on the number and status of committees to be set up. The Mayor is an ex officio member of all committees, with a small number of councillors making up the rest of each committee. The Town Clerk, or later the Clerk of Committees, is responsible for taking minutes and ensuring that they are written into the minute book, signed, and indexed. In later years, when minutes are typewritten, they are stuck into the minute books. Later still, typewritten or word processed minutes are bound into volumes. Committees set the direction of work of Council departments, make decisions within their delegated authority, and refer to the full Council any decisions for which they do not have delegated authority. The minutes of Standing Committees are public documents, unless the committee has formally gone into closed session. The minutes of one off or ad hoc committees are not necessarily public. This committee dealt with staff matters, including appeals and grading, much of which is confidential. Volumes may include reports, newspaper cuttings, maps and plans as well as minutes.
