Archives Identifier00184Date Range1910-1994DescriptionThis series of minutes covers meetings of some standing committees as well as one-off, or short-term committees. At the beginning of their terms of office the Mayor and Councillors meet and decide on the number and status of committees to be set up. The Mayor is an ex officio member of all committees, with a small number of councillors making up the rest of each committee. The Town Clerk, or later the Clerk of Committees, is responsible for taking minutes and ensuring that they are written into the minute book, signed, and indexed. In later years, when minutes are typewritten, they are stuck into the minute books. Later still, typewritten or word-processed minutes are bound into volumes.
Committees set the direction of work of Council departments, make decisions within their delegated authority, and refer to the full Council any decisions for which they do not have delegated authority. The minutes of Standing Committees are public documents, unless the committee has formally gone into closed session. The minutes of one-off or ad-hoc committees are not necessarily public.
Minutes are entered in meeting date order and all volumes are indexed by subject matter. Volumes 2 [1921-1928] and 3 [1921-1934] partially overlap in both time and content. The information contained in both volumes for 1921-1928 is identical except that in Volume 2 minutes are very poor copies of typed minutes while in Volume 3 the same minutes have been transcribed in copperplate handwriting. Volumes 4 [1935-1948] and 5 [1942-1961] overlap in time but not in content. Volume 5 began as the Emergency Precautions Scheme [E.P.S.] Co-ordinating Committee minute book [1942-1944].
In 1944 the committee decided that 'the business of the co-ordination committee is in future to be undertaken by the Works committee' [Minutes 17 August 1944, Series 00184 item 7]. The content of the rest of volume 5 [1945-1961] does not duplicate that in volume 4 [1934-1948] although the decision on which volume to paste minutes into seems haphazard. For example, minutes of the Estimates committee appear in volume 4 for one meeting and volume 5 for the next. Only the Emergency Precautions Scheme minutes in volume 5 are indexed. There is a gap in coverage of miscellaneous committees between 1961 and 1963.
