The Council was required under Section 21 of the Town and Country Planning Act 1953 to provide an Operative District Scheme for its district and review that scheme every five years. A District Scheme had already been prepared in the early 1960s; however due to the Government proposal to construct Wellington’s foothills motorway it was never made operative. In 1964 a complete assessment was made of the Scheme, and a complete revision of Scheme and Code of Ordinances undertaken. A new Draft Code was prepared and on 14 December 1966 the Wellington City District Planning Scheme was approved by Council.
Following public notification and the review of all decisions and appeals the scheme was published and became operative on 25 September 1972. On the 1st of April 1973 the Makara Riding of Hutt County Council amalgamated with Wellington City. As Wellington’s scheme did not cover Makara, the Council retained the Hutt County (Makara Section) District Scheme to administer the area.
The scheme was an administrative device to plan and control the development of the district. The operative District Scheme document includes:
- A Scheme Statement which sets out objectives that have been decided on. It also includes sections which deal with how these objectives will be implemented.
- A Code of Ordinances which sets out in more detail the exact incentives or controls upon various sorts of development for various parts or zones of the city. This is to bring together objectives and detailed control and thus make understanding easier.
- A set of Planning Maps showing the zoning for different sections of the city and public works and other provisions.
- Copies of the District Scheme Changes that were approved.
Under Section 29 of the Town and County Planning Act 1953 the Council was able to alter the operative district scheme by a formal scheme change. This led to the creation of a set of files consisting of applications for a change and the decisions made (Series 00079).
