These documents comprise the Wellington City District Scheme for a 20 year period 1965-1985, which provides for the future development of the city of Wellington being 18,329 acres as shown on the District Planning Map.
This series contains the publications that make up with proposed District Scheme from 1966. The City Council was obliged by Section 21 of the Town and Country Planning Act 1953 to provide an operative district scheme for its district and review this scheme every five years. An earlier District Scheme had been prepared and published in 1959 covering the central city section (Thorndon to Berhampore). A Code of Ordinances and planning maps for the rest of the city was completed by 1962, but because of the motorway proposal the Government did not consent to make the Scheme operative. By 1965 a new draft was prepared and the proposed Scheme was approved by Council on the 14th December 1966 and put out for public consultation on the 15th of July 1967.
The scheme was an administrative device to plan and control the development of the district. The proposed District Scheme document includes:
- A Scheme Statement which sets out objectives that have been decided on. It also includes sections which deal with how these objectives will be implemented.
- A Code of Ordinances which sets out in more detail the exact incentives or controls upon various sorts of development for various parts or zones of the city. This is to bring together objectives and detailed control and thus make understanding easier.
- A set of Planning Maps showing the zoning for different sections of the city and public works and other provisions.
Once published the proposed district scheme went through the following steps:
- It was publicly notified and submissions and objections were called for.
- The Council published a summary of all objections that had been lodged.
- The Council held a hearing on each objection and gave a decision on each.
- Any objector dissatisfied with the Council’s decision was then able to take the matter to the Planning Tribunal.
Once the Tribunal had given its decisions, the district scheme was republished and became operative. Council was able to alter the scheme while it was in the proposed stage in two ways. Someone could object to the Scheme, or the Council could introduce a variation to the Scheme after objections had closed. This led to the creation of two sets of files:
- ‘Objection’ files that have the initial submissions/objections and the decisions on them (Series 00032).
