In 1953 the Town and County Planning Act was passed. Under Section 21 all local authorities were required to develop a district scheme. The Council was given approval by the Minister of Works to prepare the scheme in sections. The first two, covering the King Street area (Newtown) and the central city (Thorndon to Berhampore) were approved by Council in 1959. By 1962 planning maps for the balance of the City were complete and the Code of Ordinances had been reviewed and approved by the City Council.

Due to the Government proposal to construct Wellington’s foothills motorway however, the Government did not consent to make Sections 1, 2 of the scheme operative. Even though the scheme was not made operative, it remained in use by the Council as an undisclosed scheme.

The scheme was an administrative device to plan and control the development of the district. The undisclosed District Scheme document includes:

• A Scheme Statement which sets out objectives that have been decided on. It also includes sections which deal with how these objectives will be implemented.
• A Code of Ordinances which sets out in more detail the exact incentives or controls upon various sorts of development for various parts or zones of the city. This is to bring together objectives and detailed control and thus make understanding easier.
• A set of Planning Maps showing the zoning for different sections of the city and public works and other provisions.

This series contains originals and annotated copies of the proposed Scheme Statement, Code of Ordinances and Planning Maps from 1959, as well as the Code of Ordinances produced in 1962.
