It was not until the 1912 that drivers were obliged to have a 'certificate of competency'. Previously only the car and owner were registered. (see Series 00293). This register is in simple number order; no index has been located and probably never existed. In April 1919 the City Solicitor wrote to the Town Clerk that the registers (for cars and drivers) were 'in an unsatisfactory condition as they are not kept in alphabetical order and there is no index for them. .... the same applies to a certificate of competency,' (Town Clerks file 1919/274, Series 00233) The register ends on 19 September 1918. The rest of the volume is blank and no further driver licensing records have been located. Each entry records the license number, name of driver (last in front) , address date of issue, fee and occasional notes re cancellations, changes of number, etc. (notes in the column headed 'Signature').
