The letters are from the Engineer, who also uses the titles - the Borough Surveyor, the Inspector of Nuisances, and the Building Inspector. The correspondence is to the Mayor, Town Clerk, and other officials, and to outside agencies, business, ratepayers and residents. The letters cover the full range of Engineer's duties - inspections and permits regarding buildings, roads, quarries, drains, sewage, water, etc. - for public and Borough services and constructions, as set out in the Borough By-laws. The officers signing are Grainger Ward up to February 1907, then F G Clapcott to April 1910, then several Building Inspectors (A Wells-Newton and H S Rand) until R S Rounthwaite (former WCC Engineer) from October 1911.
