It was in use from 1990-1997, though papers from the previous file system were also placed on these files. In 1990 moves were made towards the corporatisation of the MED. As part of that a board of directors was set up to act as a subcommittee of the Trading Enterprise Committee. The MED was also renamed MED Capital Power (and later just Capital Power). This file system was set up at this time. Some of the files from the previous system were renumbered and in other cases papers were carried over onto new files. This system continued to be used by Capital Power Limited, the independent power company that was set up in 1993, and was only closed off after the amalgamation of Capital Power with EnergyDirect to form TransAlta NZ. These files document the evolution of Wellington city’s Electricity Department and infrastructure at a time of significant change in the industry. They provide information on the impact that new government legislation had on the department and the development of the electricity infrastructure in Wellington City, as well as the more routine operation and regulation of that infrastructure. File subject matters range from the corporatisation of Capital Power, the setting up of Citipower and NETCO to the financing and staffing of Capital Power itself. The file system is broken up into sub-series and each one uses a different coloured file cover. The subseries are: 100 000 - Administration and Personnel (Pale Blue covers) 200 000 - Property, Plant and Equipment (Yellow covers) 300 000 - Industry (Beige covers) 400 000 - Works and Planning (Orange covers) 500 000 - Marketing and Public Relations (Bright Blue covers) 600 000 - Finance, NETCO, NEXUS, Outside Energy Traders (Crimson Red covers) 700 000 - Legal and Regulatory (Grey covers) 800 000 - Substations - Wayleaves (Dark Yellow covers) 900 000 - Street Lighting (Green covers) In 1997 when these files were transferred back to Council control from TransAlta, they only transferred those files they no longer required for day to day business.
