Archives Identifier00715Date Range1995DescriptionLocal authorities are required to prepare a district plan under the Resource Management Act 1991 (RMA). The RMA requires that a proposed district plan be publicly notified and that once notified the public may make submissions on the plan to the relevant local authority. A local authority must give public notice of submissions and certain persons may make further submissions in support of or in opposition to a submission.
The records in this series relate to the further submissions process. The submissions process results in local authority hearings for those submitters that wish to be heard. The local authority must then give a decision on the provisions and matters raised in submissions. Submitters may appeal decisions relating to their submission to the Environment Court.
The Proposed District Plan 1994 was notified on 27 July 1994. The main submission period was completed on 28 October 1994 and the further submissions process closed on 4 July 1995. In June 2000, after 10 years in preparation, the Council approved Wellington City Council’s first District Plan.
The majority of the further submissions are signed originals. They do not have a controlling index or register and are arranged by submission number. Structure varies but for those submitters that used the Council’s official submission form 3A the fields completed include:
- Name and contact details
- Which submission is supported/opposed and the submission number
- The particular parts of the submission supported/opposed
- The reason for support/opposition
- Whether the submitter wishes to be heard in support of their further submission
