Date Range1994-1999DescriptionIn September 1994, a report entitled Making Wellington the City of Excellence : ‘Improving the way we work’ was published. This report suggested the separation of ‘the job of deciding what should be done from the actual task of doing the job’. This saw the separation of commissioning from service delivery functions, the establishments of ‘business units’ and refocusing of the role of the Chef Executive’s Office. The Commissioning group’s purpose was to determine how, and with what resources, the strategic direction was to be achieved and the services were to be purchased. Commissioning was structured into three functionally-based groups : Social and Cultural Environment; Physical, Urban and Natural Environment; Economic Environment. In 1997 Commissioning was restructured into teams structured by process; Policy; Asset Management; Contract Management
