It took over the functions of the Water and Waste Unit under Business Improvements (set up in 1999 and restructured into Finance, Information and Infrastructure in 2001). The controlling agency for Drainage and Water Supply varied over the period 2001 to 2003: first it was Finance, Information and Infrastructure, then City Information and Infrastructure, and finally under Infrastructure as a stand-alone directorate.

Drainage and Water Supply had a number of sub-sections, including Drainage operations, Planning and risk, Data collection and management, Construction management and monitoring. Drainage and Water Supply was responsible for managing the assets, forward planning and policies, information and construction of the drainage network and the water network. The CitiOperations business unit was responsible for day-to-day maintenance and repairs.

In 2003 a new regional organisation was formed with the Hutt City Council to manage water, stormwater and drainage services for both cities. Each Council continued to own its water service assets, to control the delivery of services and to set policies and charges. The Council Controlled Organisation (CCO), Wellington Water Management Ltd - trading as Capacity, was legally formed on 1 July 2003 but was set up only gradually during 2003/2004. Professional staff from Drainage and Water Supply were transferred to the new unit, Capacity, that also operates under the Infrastructure directorate.
