TypeAgencyDate Range1991-1995DescriptionThe Culture and Recreation Division was formed during the restructuring of Council departments that took effect on 9 September 1991. It managed the City Gallery, the Wellington Festival and Convention Centre, Wellington Zoo, Wellington Public Library, and parks, reserves and sports fields. It also managed recreational leases and provided indoor recreational leases and aquatic facilities.
There were two separate units: Parks and Recreation. Immediately prior to this, the Art Gallery was under the City Secretary, the Library was a separate agency, and parks, recreation, the Zoo, pools and sports fields were part of the Parks and Recreation Department. The 1992/1993 annual report stated that the role of Culture and Recreation was to provide quality cultural, leisure and recreational opportunities and services and to stimulate the future developments of the city while ensuring its heritage was retained.
After the split of Council functions into either Commissioning or Service Delivery groups that took place from late 1994 to 1995, some functions of the Culture and Recreation Division were taken over by Commissioning Physical, Urban and Natural and some by separate Service Delivery business units such as City Art Gallery, Community Pools, Libraries, Parks (which delivered operational services for parks, gardens, reserves, cemeteries, Town Belt etc), Recreation centres and halls, Wellington Festival and Convention Centre, Wellington Regional Aquatic Centre, Zoo, etc. The General Manager of Culture and Recreation was Rosemary Barrington.
