Records are reflective of Public Relations Office key function as liaison between Wellington City Council and the public, and as promoter of Council and of Wellington. The files were kept to assist in providing information about the Council’s activities and events that the Council was organising or supporting. Newspaper clipping files organised by department, were used for 'rapid access to past statements and comments of these subjects.’ PRO acted as coordinator and organiser of community programmes and of the Wellington festivals. Starting in 1959, a 'major' festival was to be held every 3 years, with one minor festival held in between. Files reflect the role of the Public Relations Office in these events, and contain the administrative records of these events, including correspondence between participants, arranging venues and the programming of events.
