The minutes provide a legal framework for the operation of the Wellington City Council and underpin all other records kept. Meetings were run formally, with notices of motion moved, seconded and voted on. The minutes of meetings of the full Council are public documents, unless the meeting has formally gone into closed session. This series includes both minutes of public meetings and of the council in-committee.

Early Council minutes demonstrate a more detailed, hands-on approach to the management of the organisation servicing the councillors than later minutes.

Minutes may include copies of letters received or sent, reports of council officers and later of departments, summaries of committee reports, draft legislation and bylaws. Maps, plans and sketches of proposed developments were occasionally inserted, together with lists of named staff members, their salaries, proposed pay rises, details of service and occasionally disciplinary action. In the early part of the Council's existence, meetings and reports were extensively written up in the newspapers and these accounts are often pasted in.

In the 2016-2019 and 2019-2022 trienniums, the minutes of the full Council (not including the Public Excluded meetings) were not bound, they were left loose.

Starting in the 2022-2025 triennium, minutes were digitally signed and no longer existed as physical documents.
