The minutes provide a legal framework for the operation of the Wellington City Council and underpin all other records kept. Meetings were run formally, with notices of motion moved, seconded and voted on.

Up to 1984 minutes of public, or open, Council meetings were bound into the same volume as minutes of meetings where the Council went into committee and excluded the public.

In 1984, Council decided to keep two parallel sets of minutes: one to record the matters discussed in open meetings and the other to record only minutes of confidential meetings.

In the 2016-2019 and 2019-2022 trienniums, the minutes of full council and both the Committee and Subcommittee Public Excluded meetings were not bound, they were left loose.
