Upon receipt, incoming correspondence was numbered and arranged in sequential order. The year and the number were written on the document, and the documents were, generally, stored in simple sequential order. The exception is with complex matters, where correspondence covered an extended period of time and letters were sometimes attached to earlier or later documents concerning the same matter.

Each volume covers range of years. A single annual number system has been used, with each incoming piece of correspondence being allocated the next sequential number. Other descriptive information includes dates received, author and subject matter. The first six volumes also contain an index of names and subjects.
