TypeAgencyDate Range1991-1995DescriptionThe Housing and Community Development Division was established within the new Council structure that took effort on 9 September 1991. Immediately before the changes in 1991, its functions were divided between several sections: the Housing Branch was under the Director of Management Resources, community arts were under the Parks and Recreation Director, and Community Planning was part of Town Planning. The 1990/1991 annual report described the Division's functions : It aimed to sustain and improve the well-being of those living in Wellington by delivering and co-ordinating direct services in areas such as housing, health, transport, safety, income, employment and civil defence. It developed policy, produced impact assessments and provided support, facilities, and resources to community. It was divided into several sections - Housing, Community Development Department, employment creation and Civil Defence (changed in December 1993 to Emergency Management Office). With the split of Council activities and functions into either Commissioning or Service delivery groups that was gradually implemented from early 1995, the functions of the Division were taken over by Community Commissioning and several business units, including Community Services, Community centres and halls, Housing. Some functions of the Wellington Emergency Management Office (WEMO) were placed under the Policy unit of Physical, Urban and Natural (PUN) Commissioning and some operations were controlled by one of the Service Delivery leaders. In January 1997 WEMO was a separate unit within PUN Commissioning. By January 1999 it was a unit within the Quality Assurance division.
