TypeAgencyDate Range1991-1995DescriptionThe Community Development Department operated under the the Housing & Community Development Division established within the new Council structure which took effect from 9 September, 1991. Prior to 1990, the Community Services Office in the Town Planning Department was responsible for community development and services functions. The 1990/1991 annual report described its functions in the following way: 'It develops policy, undertakes impact assessments and provides support, facilities and resources to community organisations in response to community and social issues.' Between 1992 and 1994 a separate file system was developed by central records staff for the staff of the Community Development unit (see Series 0075). This was superceded by the Council-wide records series that began in May 1994. As part of the restructuring which took effect in 1995, dividing the Council into either Commissioning or Service Delivery groups, the operational functions of Community Development were taken over by the Community Services unit within the Service Delivery group. The Community Commissioning unit under Commissioning handled funding, skills-based commissioning and other functions.
