Archives Identifier00124Date Range1920s-2005DescriptionThis series consists of documentation relating to building permit and consent applications for properties in Tawa, dating from the 1920s through to 2005. Depending when the applications were lodged they were processed by different territorial authorities; the Hutt County Council or Makara County Councils (before 1950), the Tawa Flat Town Board (1950-1954), the Tawa Borough Council (1954-1989), and from 1989 to 2005 the Tawa Service Centre of the Wellington City Council. From 1989 Building Permits or Consents relating to Tawa and the Grenada area were processed at the Tawa Service Centre. The system was set up in 1950 by the Tawa Flat Town Board; the records from earlier authorities were transferred to the Board. It remained in use right up until 2005 when the Service Centre was closed, and the files transferred to Archives.
Under the Bylaws of the various authorities, and from 1991 the Building Act, written application was required for permission to erect a building or carry out additions or alterations to an existing building. Applicants had to submit plans and documentation of the work proposed. If the work was in accordance with the bylaw and regulations a permit or consent was issued and the plans and documentation were held in the office of the Engineer.
Although documentation relating to each application was filed by a unique permit number, all permits or consents for a property were generally kept together in a single envelope. Documentation generally includes an application form, plan, and written specifications of the proposed work. The application form recorded details such as the applicant or builder, the owner, description of the work proposed, legal description and street the site is on, and an estimated value. Plans submitted depend on the nature of the work being applied for, but generally can include a site plan, floor plan, elevations and sections, and where necessary structural details. The written specifications outline what materials were used and the work done by the tradesmen involved. In general with repiling no plan was submitted, but a written specification provides detail of the work carried out.
As well as building permit and consent information the envelopes often also contain other information relating to properties, usually in relation to the applications made. Other information includes applications for land use consents under the Town & Country Planning Act or Resource Management Act (often the final notice of decision or Council approval), correspondence relating to gas or electricity connections, and sometimes property valuation or sale notices. There are also sometimes building plans or documentation where no permit number is given, or more general correspondence relating to land use or permissions for a property.
